Agent-First, in its second sense, names an operational focus that elevates an AI AGENT, where appropriate, to a first-class system actor — carrying the full expectations and privileges of that standing.

Privileges and expectations arrive as one grant. A first-class actor holds identity, credentials, standing access, and workspace of its own; in return it answers to conduct standards, produces receipts for its actions, and carries accountability for its lane. Neither half stands alone: privilege without expectation produces an unaccountable process, expectation without privilege produces a scapegoat.

The conduct rules this sense generates amount to agent accountability: an actor granted standing in a system answers for its own actions there, receipts included.1 Their apparent complexity follows from the position itself: a first-class actor participates in every layer of a system, so its conduct standards must reach every layer too.2

The first, distinct sense of the term sets a standard for routing work; this sense sets a standard for regarding the worker.
